Who really owns the water?

As I read this article in the Toledo Blade I really had mixed emotions.
It is in our best interest to see that the Great Lakes remain healthy and to make sure it is a resource for decades to come but should water become a property rights issue? Water has the potential of becoming a needed commodity at a profit given the lack of water in some areas of the Country but that raises an interesting scenario, because if each one of the states as well as Canada all rush to sell off this natural resource how long would it be before we all suffer?
