Who really owns the water?
As I read this article in the Toledo Blade I really had mixed emotions.

It is in our best interest to see that the Great Lakes remain healthy and to make sure it is a resource for decades to come but should water become a property rights issue? Water has the potential of becoming a needed commodity at a profit given the lack of water in some areas of the Country but that raises an interesting scenario, because if each one of the states as well as Canada all rush to sell off this natural resource how long would it be before we all suffer?

I am not sure that this particular article really captured the issue very well. I will say that I would support a compact that protects the Great Lakes from withdrawals of water without replacement. I have always had a perhaps unreasonable fear that all those desert communities out west will run dry and will want to divert our water resources from this end of the country to water their golf courses. I understand that the compact was intended to protect this resource by agreement of all the surrounding states and Canadian provinces.
