I don't support Representative Deborah Pryce's views on many topics, but on this issue Deborah Pryce is right (though the Employment Non-Discrimination Act does not go far enough to really protect equal rights under the law . . . it is a start)
The Employment Non-Discrimination Act (ENDA) would provide basic protections against workplace discrimination on the basis of sexual orientation. ENDA does not create any "special rights." It simply affords to all Americans basic employment protection from discrimination based on irrational prejudice. The bill explicitly prohibits preferential treatment and quotas. However, it exempts small businesses, religious organizations and the military, and does not require benefits to the same-sex partners of employees.
