    Will the Ohio General Assembly Give Men the Final Decision about a Woman's Reproductive Health Care Choices?

    One year ago, State Rep. John Adams (R-Sidney) introduced one of the most outrageous pieces of legislation we have ever seen.

    House Bill 287 would require a woman to have the written informed consent of the prospective father of her fetus before being allowed to have an abortion.

    That's right...If the man says "No," there will be no abortion. Period!

    This bill may actually be scheduled for hearings in the coming weeks.

    To raise awareness about this offensive bill, Planned Parenthood Affiliates of Ohio is partnering with ProgressOhio, an outreach organization that builds awareness of legislative issues.

    You're not going to believe this...

    HB 287 also requires that, if the identity of the prospective father is unknown, a paternity test must be performed to determine his identity so that his consent could be obtained prior to performing the abortion.

    What is left unsaid is that prenatal paternity testing:

    • cannot be performed until at least the 10th week of pregnancy, near the end of the first trimester,
    • is an invasive procedure using a long needle through the abdomen to collect fetal cells,
    • is expensive - up to $2,000 per test, and
    • poses a potential medical risk.

    The practical effect of the paternity test requirement would prevent some women from obtaining an abortion during the first trimester.

    Once paternity is established, if the man says "No," there will be no abortion.

    Even worse...
    • If the pregnancy resulted from rape, the woman would be required to provide a police report proving it.
    • If the pregnancy resulted from incest, the woman would be required to provide a paternity test or a police report.
    • If the woman chooses not to identify the prospective father (perhaps out of fear for her own physical well-being), her only recourse would be to continue the pregnancy against her wishes or have an illegal abortion, a first degree misdemeanor.

In addition to HB 287's sponsor Rep. John Adams, please remember the names of these cosponsoring state representatives: Jeff Wagner, Tom Brinkman, Joe Uecker, Matt Huffman, Diana Fessler, Lynn Wachtmann and Bruce Goodwin. They are all Republicans and poor legislators who have clearly overstepped their bounds as lawmakers.

I smell legislators lusting after child support enforcement. I don't think jailing parents (male or female) who don't pay up contributes much compensation to the parent and kids left at home. Sure does make those privately run prison industries fat and happy...in addition to the phony holier - than - thou people who buy into the barefoot and pregnant thing!

Do you really think the Gen Ass wants to step up enforcement? (I'm asking. I don't know.) If so, that would be a good thing.

Child support is usually collected by garnishing wages. It's difficult to collect if the payee doesn't get regular paychecks.

I've never heard of anyone going to jail for failing to pay child support.

I don't think who's-your-daddy issues are as common as Maury Povich would have us believe. Besides, babies can wait to get born before having a paternity test.

I hope Ohio doesn't slip into an abortion rights quagmire like South Dakota (The Coat Hanger State).

Under orders of the SD AG, doctors must present a scripted statement to women seeking abortions declaring that they are terminating a life.

Think about that. How well would the script-reading law go over with your doctor?

As excellent Slate blogger William Saletan says:

"Look, I don't like abortions. Fortunately, neither do the women who ask for them. Most abortions happen because women get pregnant when they're not ready. Prevent the pregnancy, and you prevent the abortion. So, here's a word of advice to legislators like those in South Dakota: Stop withholding birth control and stop lying to women about their bodies. You can't even keep your lies straight. That's how you ended up telling doctors to tell women that separation will kill a separate human being. See you in court."

As if priests didn't have enough PR problems, there's Fr. Frank Pavone of Priests for Life and his "Gallery of Images of Aborted Children." (Of course, the still photos may be miscarried fetuses. There's no way to tell from the photos when they died.)
